2009 Green Book Addendum

Since the 2009 Green Book was printed in February, the economy has continued its downward slide. That has forced Gov. Beverly Perdue to take unprecedented action as she works to ensure the State of North Carolina’s financial stability.

Unlike the federal government, the State of North Carolina cannot operate with a deficit. In order to balance the budget, on February 25 Gov. Perdue transferred money from a number of funds across state government. As part of that effort, the governor transferred $100 million from the Clean Water Management Trust Fund (CWMTF) into the state’s General Fund where it may be used to meet the state’s existing cash flow needs. Although the Clean Water Management Trust Fund board of trustees awarded $107 million in grants last year, almost none of that money has been conveyed to the grant recipients and has now been transferred to the General Fund. In effect, Gov. Perdue’s action has placed the majority of the 2008 grants in limbo.

In 2008, the General Assembly funded $50 million of conservation acquisitions by authorizing the sale of Certificates of Participation (COPS), a type of bond, on behalf of the Natural Heritage and Parks and Recreation trust funds. Both trust fund boards had allocated that money. Only $10 million of those COPS have been sold. It is unclear whether the Governor will authorize sale of the remaining $40 million.

Land for Tomorrow representatives are working with state government officials in an effort to restore money to the Clean Water Management Trust Fund and release the COPS. In the meantime, a majority of the 2008 approved projects listed in the Green Book have not received funding and are on hold indefinitely. Here is a list of those projects:
